Partners In Health is an international non-profit organization founded in 1987 that helps build and sustain public health systems in poor and underserved communities around the world. Inshuti Mu Buzima is PIH's sister organization which has been operating in Rwanda since 2005.

SOURCING METHOD: HYBRID SOURCING (DOMESTIC, REGIONAL AND INTERNATIONAL 

TENDER TITTLE: SUPPLY, INSTALLATION AND COMMISSIONING OF PACS

(PICTURE ARCHIVING AND COMMUNICATION SYSTEM FOR  BL2TH PROJECT ( BUTARO LEVEL 2 TEACHING HOSPITAL)  

Partners In Health (PIH) is a nonprofit organization with its headquarters in Boston, Massachusetts, whose mission is to provide quality health care for poor and most in need populations around the world. Since 2005, the Ministry of Health in Rwanda has worked with PIH Rwanda, also known as Inshuti Mu Buzima, to improve the quality of care in the country and increase health care access for Rwanda most in need populations. PIH/IMB have since helped to bring high-quality health care to three districts namely: Kayonza, Burera and Kirehe. 

Partners In Health/Inshuti Mu Buzima is seeking for proposals from qualified and authorized service providers/vendors for the supply, installation and commissioning of PACS (Picture Archiving and Communication System to BL2TH Project (Butaro level 2 teaching hospital project) as per Terms of References (ToRs) found on PIH procurement link indicated here below. 

Terms of References (ToRs) will be available in Partners In Health/Inshuti Mu Buzima e-Procurement System (https://pih-imb.org.rw/eprocurement/index.php) starting from March 21, 2024 to April 19th 2024.

I. Compulsory requirements:  

  1. Proof of Business registration (RDB/ RCA Registration or similar documents for regional and international bidders), in the same domain of work/supply.
  2. Valid RRA tax clearance or proof of RRA certificate request in process (for domestic bidders) or similar tax clearance certificate/proof for regional and international bidders.
  3. Not being under blacklisted vendor list by Rwanda Public Procurement Authority (RPPA) nor Partners In Health (applicable on domestic, regional and international bidders).
  4. License to operate in pharmaceutical business or dealing with medical equipment domain for local, regional and international bidders.
  5. References of similar tenders executed in Rwanda (preference) and or the region (at least one) with good completion certificate(s) or purchase orders/contracts within the past five years.
  6. Interested and qualified vendors/manufacturers must provide along with their bid/proposal a Bid Security (Bank Guarantee) equivalent to 3% of the total bid/proposal amount in Rwandan Francs or in USD currency for regional and international bidders.

II. Financially, the bid shall indicate:  

  1. The bidder shall indicate the price along with INCOTERMS.
  2. The bidder shall indicate the shortest delivery time.
  3. Bids shall be submitted using Rwandan Francs currency for domestic bidders and USD currency for regional and international bidders.
  4. The bidder must provide clear information on terms and conditions of Payment.
  5. The offer validity shall not be lower than 120 calendar days from the day of the bids submission.

Please note the following

  1. ALL PROPOSALS FROM INTERESTED BIDDERS WILL BE ELECTRONICALLY SUBMITTED to Partners In Health/Inshuti Mu Buzima Procurement System https://pih-imb.org.rw/eprocurement/index.php) before April 19, 2024 @ 11: 59 pm (closing time) Kigali time prompt – Failing to follow this instruction proposals will not be considered. ii. Results of the public opening session will be available in the system starting from April 20th 2024 from 00:00 AM. 

BID SECURITY

  1. Any bid/proposal not accompanied by a substantially responsive Bid Security will not be considered.
  2. Bid Security of unsuccessful bidders shall be returned as soon as possible after tender examination and tender award to the winning vendor.
  3. Bid Security may be forfeited executed if (i) bidder withdraws its bids during the period of bid validity, (ii) when a successful bidder fails to sign the Contract or provide Performance Security, or (iii) when a successful bidder refuses corrections of its financial proposal.
  4. Results of the public opening session will be available in the system starting from November 30, 2023 from 00:00 AM.

Special Notes: 

  1. There is no fee paid to obtain the Tender document 
  2. Partners In Health is not obligated to purchase or to pay for any costs incurred by the bidder in preparation of his/her proposal in response to this tender notice.  
  3. Proposals will be evaluated on the greatest overall fulfilment of technical specifications and technical requirements as well as PIH applied most benefiting economic advantages.
  4. The tender public opening results will be accessed through the system.
  5. PIH employees are not allowed to participate in any PIH tender.
