Job description

Reporting Requirements : Line-managed and reports directly to the Executive Director

Purpose of Position: To oversee all aspects of NAR Financial,

To guide the organization in promoting and implementing sound financial management, ensuring that donor funds are utilized appropriately, efficiently, and effectively.

Main Responsibilities and Deliverables

Specific Responsibilities

  • Ensure compliance with the donor contracts and advise the senior management team on necessary measures to ensure compliance.
  • Manage daily activities of the NAR finance department, as well as give weekly verbal and monthly written financial reports to the Executive Director
  • Ensure the appropriate implementation of NAR finance and administration systems and make sure they comply with approved organisational policies and donor contracts
  • Work with the Finance Staff to verify and approve periodic bank reconciliations and petty cash reconciliations
  • Ensure the daily posting, verification, and approval of transactions into the finance books with the support of the accountant
  • Produce financial reports for funders and NAR
  • Budget Analysis: Usage of the costs allocated within various donor budgets and quarterly budget plans, and the matching of the expenses with activities planned
  • Train the accountant in QuickBooks financial software and appropriate financial management
  • Adapt finance and administration tools to be used by staff in accordance with the organization's manuals
  • Managing contracts with vendors and suppliers
  • Maintain regular updates on the financial status, logistics, and procurement
  • As a member of the management team, provide input on overall organizational management
  • Ensure that NAR effectively utilises donor monies in an effective and responsible manner
  • Time sheet of hours worked and tasks accomplished

Organisational Learning

As part of our commitment to organizational learning and in support of the understanding that learning organizations are more effective, efficient, and relevant to the communities they serve, NAR expects all staff members to commit 5% of their time to learning activities by providing training and presentations that benefit Never Again Rwanda staff as well as themselves.

Administrative

As part of the office team, assist in general administrative duties, making phone calls, sending invites, and making online publications to NAR stakeholders (local and international partners, civil society organisations, Government agencies, donors, local and international academics, and other potential supporters); host visitors; and support interns and volunteers.

Performance-related management

As a staff member of the organisation, you will be expected to undertake and manage staff performance appraisal formats (based on tasks and responsibilities undertaken) and complete an accompanying competency format (*how a task is undertaken, behaviour, skills, and attitudes) for you and staff under your supervision. This will be conducted every 6 months and annually.

The list of responsibilities is by no means exhaustive, and the post holder may be requested to undertake other relevant and appropriate duties as required. The job description may be subject to regular review and appropriate modification.

PERSON SPECIFICATION

Qualification, Professional Experience, Knowledge, and Skills

  • Minimum Qualifications: Applicants must be a CCAB fully qualified accountant (ACA, ACCA, CIMA, CIPFA, or equivalent

Essential:

  • Experience in finance in international development.
  • Experience in the management of restricted and unrestricted funds.
  • Experience of working at a senior management level with responsibility for delivering departmental objectives
  • Experience in financial planning and monitoring across the whole of an organization
  • Excellent skills in strategic planning and strategic management of financial resources
  • Ability to work as part of a team in a co-operative and supportive way
  • Strong report writing skills
  • Ability to communicate effectively in Kinyarwanda and English: orally and in writing.
  • Excellent organizational and presentation skills
  • Strong people management
  • Strong planning and managing skills
  • Experience of working as a team and positively influencing change
  • Experience of working with a range of donors and procurement contractors
  • Excellent writing skills in English and Kinyarwanda with experience drafting reports for a variety of donors
  • Excellent IT skills (Word, Excel, and PowerPoint) for the latest Windows application

  • Strong, persuasive, influential, and interpersonal skills with the ability to communicate clearly and confidently
